The City Manager advised the purpose of the workshop is for the training of newly elected officials and a refresher for existing officials. Topics of discussion included the City Council Rules of Procedures which were adopted by Resolution 2015-13 and includes the process of the preparation of the agenda and scheduling of items to be placed on it, the scheduling of special meetings and workshops, and the seating of the new Council members alphabetically with the elimination of seat numbers. The Rules and Procedures also addresses that if a current Council member declares candidacy for another office, it is suggested they resign their council seat immediately; however it is up to the person whether or not to do this.
The City Manager advised the Florida League of Cities conducts a program for newly elected officials which is extremely helpful, and the Rules requires that new officials attend the first of the three programs. Discussion also included that the State requires annual ethics training for all elected officials, and this is something that needs to be added to the resolution.
The City Attorney advised that the meetings are conducted under Roberts Rules of Order. He discussed the Sunshine Law and how it relates to public meetings, communication during meetings, when and how text messages, e-mails, and social media are subject to the Sunshine Law, and when to announce a conflict of interest.
The City Attorney noted he is always available to answer any question the Council may have.
The City Clerk advised that the EMO Training will be held in Jacksonville on October 13- through 15, 2017, and the Ethics Trainings will be conducted at the City’s Recreation Center on May 12 at 7:30 am to noon. Information will be sent out at a later date.
